AMD R7-250 : Fans are working when monitor is in standby

Description:

The fan on the AMD R7-250 video card installed on the OptiPlex 9020 may rev, or spin loudly, whenever the monitor is in a power save mode.

 After the monitor enters a power save or standby mode for a duration of 20-30 seconds, the graphics card fan may be noticed to spin loudly in cycles of 2-3 seconds. These cycles repeat until the monitor resumes from standby. 

Solution:

Update to latest graphic driver

This post seems to describe the same issue in the Dell community site.

A knowledge base article has been created to resolve it, but I'm skeptical.

I'm using a Dell OptiPlex 9020 with an AMD Radeon R7 250 card. When the monitor goes to sleep I see the same issue with the GPU fan changing speed constantly.

I have not tried installing the driver linked in the knowledge base article.

I did go to AMD's software download site and manually select a driver with these options: Desktop Graphics, Radeon R7 Series, Radeon R7 2xx Series, Windows 7 - x64 bit. Displaying results sent me to the link below.

After installing AMD's latest drivers, 16.200.1025.0, the fan rev issue is still present.

For now I'm changing the windows power settings to never let the monitor sleep. I can press the power button and use a screensaver.

with some luck, it can work!
